This is a mere observation, when We get our Gear the Universal Damage Bonus is then extended into Guns, Sword and Bob-ombs.
and we can mix and match increasing of each of them... here comes the suggestion/question.

the "assumed" equation is:

Total Damage = Upfront Damage x (Universal Damage Bonus + 'Weapon' Damage Bonus).

Most of players (long time players, is nice see new faces from time to time) go for the Chaos Set, that gives Universal Damage Bonus: Ridiculous. So far so good. That give us some set to contrast.
Mad Bomber Set Gives Bomb Damage Bonus: Ridiculous.
Shadowsun Set Gives Handgun Damage Bonus: Ridiculous.
Skolver Set Gives Sword Damage Bonus: Ridiculous.

With that said, what Do I mean with Damage Over Time?
What would happen if the status effects get buffed by the Specific weapon Bonus, a.k.a. Bomb Damage Bonus: Ridiculous?

The presented equation is:

Total Damage = [Upfront Damage x (Universal Damage Bonus + 'Weapon' Damage Bonus)] + (Status Damage x Weapon Damage Bonus).

Since the status Damage could not exist the second part of the equation is 0, but that kind of weapon already has high upfront damage, for example:

Fire Bob-omb. Explosion damage 15. fire status damage 5.

Chaos set: Fire Bob-omb. Explosion damage 20, fire status damage 5.
Mad Bomber set: Fire Bob-omb. Explosion damage 20, fire status damage 7.
Shadowsun set: Fire Bob-omb. Explosion damage 15, fire status damage 5.
Skolver set: Fire Bob-omb. Explosion damage 15, fire status damage 5.

Electric Bob-omb. Explosion damage 15, shock status damage 3.

Chaos set: Electric Bob-omb. Explosion damage 20, shock status damage 3.
Mad Bomber set: Electric Bob-omb. Explosion damage 20, shock status damage 5.
Shadowsun set: Electric Bob-omb. Explosion damage 15, fire status damage 3.
Skolver set: Electric Bob-omb. Explosion damage 15, fire status damage 3.

Ice Bob-omb. Explosion damage 15, thawing damage 20(yes, Ice does damage when enemies Thaw out).

Chaos set: Ice Bob-omb. Explosion damage 20, thawing damage 20.
Mad Bomber set: Ice Bob-omb. Explosion damage 20, thawing damage 25.
Shadowsun set: Fire Bob-omb. Explosion damage 15, thawing damage 20.
Skolver set: Fire Bob-omb. Explosion damage 15, thawing damage 20.

Generic Bob-omb. Explosion damage 20.

Chaos set:Generic Bob-omb. Explosion damage 25.
Mad Bomber set: Generic Bob-omb. Explosion damage 25.
Shadowsun set: Generic Bob-omb. Explosion damage 20.
Skolver set: Generic Bob-omb. Explosion damage 20.

Fire Gun. Shot damage 15, fire status damage 5.

Chaos set: Fire Gun. Shot damage 20, fire status damage 5.
Mad Bomber set: Fire Gun. Shot damage 15, fire status damage 5.
Shadowsun set: Fire Gun. Shot damage 20, fire status damage 7.
Skolver set: Fire Gun. Shot damage 15, fire status damage 5.

Fire Broadsword. Hit damage 15, fire status damage 5.

Chaos set: Fire Broadsword. Hit damage 20, fire status damage 5.
Mad Bomber set: Fire Broadsword. Hit damage 15, fire status damage 5.
Shadowsun set: Fire Broadsword. Hit damage 15, fire status damage 5.
Skolver set: Fire Broadsword. Hit damage 20, fire status damage 7.

Note: The poison and stun status are quite effective on their own, so No set would affect other than the Inicial damage. Sleep status is supper support so also, no effect.
Note 2: Black Kat Universal Damage Bonus: What?!, Would clearly effect the upfront damage so players would still 1-2 shot everything.
Note 3: weakness and resistances remains the same.

With this Chaos is a generalist Set therefore remains good at Upfront damage, and the Specific weapons set get a different buff on their playstyle without removing power from anyone, rather increasing the effectiveness of the status. Will this need for a slight reduction of damage on some weapons... not likely but could happen, clearly wont change the I 1-2 shot something out of the game. but will rather add a this now does a bit more damage since we let the status effect take care after It procs.

If the Universal and 'weapons' damage bonus are different in matter of code could they be applied to different parts of the equation?
Would this be easy to implement? Would change to much the playstyle of the game? will s3x Bob-omb release another album?

Cheers! thanks for reading.

TL.DR : You missed it.

let me see whether I understand

If I understand correctly, here's your proposal: The armors that give universal damage bonuses (Chaos, Black Kat) are over-powered compared to the armors that given weapon-specific damage bonuses (Skolver, Shadowsun, Mad Bomber, etc.). Therefore we should buff the latter, by having them increase the damage dealt by statuses, when their specific weapons deal those statuses. For example, Combuster's fire should do more damage when you're weaking Skolver than when you're wearing Black Kat. Is that right?

indeed...could it work?

Not overpowered, the generalist option is always a good option, but, increase the weapon-specific damage, to maybe change a bit the gameplay, You think it could work?.
