Pretty much sums it up.
I am one of two Guild Masters for the Guild Errant. We livestream at JGErrant on twitch, we do Guild Hall renovations on Saturday.
Earlier today, amidst the server lag (my own mistake, I know) we attempted to purchase the 3rd floor East Wing. The clock ticked down to regenerating in the Design Mode..... and then stayed frozen at zero. We left, tried to do other stuff, wandered around. At some point I came back to check on it and the timer was gone, but the Expansion was no where to be seen. It shows in our menu to purchase Expansions as being owned, I don't really wanna pay for it a second time, we tried Publishing the Guild Hall a couple of times to no results.
We "own" the Expansion but it simply is not applied to our Guild Hall.
Will file a report in game as well, was really hoping I could announce the Hunter's Lodge this week but I guess that's gonna have to get pushed back a bit. Hope the discord links work for the images here.

East Wing appeared in Design Mode, after publishing, it was finally available. Not sure if it was actually fixed by anyone or the server just figured out the problem, but problem appears to be solved, so that's neat.
