Can I do manual PayPal payments for my steam account?

As title
It seems that those players who play this game with their steam account can't purchase energy/starter pack from the energy depot now.
And the other problem is that Steam doesn't allow Asia players to pay for this game via steam wallet.

SO............Can I do manual PayPal payments for my steam account?
I mean :Send my payment via Paypal and add my steam account name(maybe with my knight's name for the party pack?) and what I like to purchase in the note field.

Players are able to make

Players are able to make payments to their Steam Wallet. And then buy energy or packs using the funds in their Steam Wallet.

If you are not able to then that would indicate an issue for you but not in general. I would recommend contacting Steam Support about that.

We can't take manual payments directly to us for a Steam account, but you can ask Steam Support if they would accept it there to fund your Steam Wallet.

Poseidon, someone posted this question elsewhere, but if you have a regular web account linked/converted to a steam account, can you still purchase energy through the site, or does steam integration prevent that?

EDIT: Nevermind, found you can't from a guildie.
