No they can't. Purchased equipment of any kind (excluding those purchased from the auction house, of course) will never come with a UV. That's why there's no such thing as a UV Fang of Vog.
UV's can only be acquired through crafting.

I always thought it'd be nice if all NPC bought items had a UV, like a guarantee of low UV, with a chance of higher UV. Lows are not really worth much more than no UV at all, but at least then you would have an incentive to drop 35k cr on a 3* weapon. It might be an interesting option based on what CE prices are at the time. This wouldn't apply to token items like the sealed sword though, just those other unloved NPCs, namely Quillion, Ricasso, Greave, and Kragen.

What about crafted NPC items?
What about crafted NPC items? Like can I get a UV while crafting up my Antigua to Silversix for example?

Yes,
Yes, if you craft an NPC item there is a chance of getting a UV however it's pretty low and my suggestion is you probably shouldn't try since it will drain your CE like mad. Also really time consuming having to get all those tokens in order to craft multiple times but whatever is your choice. Good Luck if you do try it! Also No, you CANNOT get a UV Sealed sword or etc. from Brinks

And the higher the weapon, the more chance of a UV
So even though your silver didn't get a UV, u still have a good chance of getting one on your argent peacemaker. I got a "very high" one on my first try.

Roughly 10% chance of a UV each time you craft something.
Items from Brinks and the Strangers will never have a UV when you buy them, but they can get a UV when you upgrade them, as that counts as crafting.
