No, this does not go through the Steam voice chat doodad that comes with the text chat.
Rather, it is used by the game the same way TF2 or other Steam games use it. In those games you set push to talk keys, etc. Since you choose to mute yourself or others through the game interface, and not through the Steam overlay, it seems to be controlled through the game in the same manner.

People actually play the trumpet in the same room as people playing video games?
I support this. It's bothersome that I have to mute every mic icon that shows up on the interface (mine included) due to background chatter and echo of the game's audio on their end.

Haha. The only time so far I encountered anyone "using" voice chat, this is about how it went:
*mumble mumble mumble? mumble mumble* ... ... COUGH!!!!! COUGH!!!!! COUGH!!!!!!!! ... ... ... ... ... *mumble mumble*
That's because unlike any other game on Steam you assume its going to use your Steam settings. I know when I first was playing I assumed it was using my settings, but it wasn't.
My Steam is setup for Push to Talk, but SK only seems to have an on/off toggle and doesn't honor the push-to-talk settings. I believe this is a difference between console players usually being in open mic mode and PC players preferring the push-to-talk method.
Definitely agree that a push-to-talk would be nice.
I agree, the game DEFINITLY needs Push to Talk, Im tired of having to go into the option, enable my mic, tell some guy what he's supposed to be doing and then going back into the options to disable it so that my clicking and typing doesnt bother them. PLZ ADD IT ! Like...in the next update...Im sure its not that difficult to add.

I mean, Three Rings can't really "edit" a feature from Steam (only decide if they want it in the game or not).
Well, I don't understand how Steam works, but I guess your problem is with Steam only.
