i probably just got lucky, and had some new steam user with crowns burning a hole in his pocket swoop in and purchase it.

I'll offer you 600CE for it. It's not a terrible UV it's just that IAS on guns is only really sought after buy people who use guns as their primary weapon, which is a very small amount of the playerbase :(
