Hi, what is Render Effects in the Advanced Graphics options?

I think it just changes the

I think it just changes the background to make it all blurry looking.
I don't know if it does anything else.
If you're playing on low graphics, it won't have any effect.

For the most part it just seems to be a reserved checkbox for some graphical flair to be added later.

You can give it a shot, can't say I notice much. As Shoebox said, all I've observed is a "distance mist" over the background in the Arcade.

I turned it on because of

I turned it on because of high system specs i got.

To be honest, look at the background of the login screen when you tick the box on and off a couple of times. You will definitely see a difference in detail.

To me at a resolution of 1920x1080 HDMI it does give a way better view and sense of detail. Bit more fog, some haze and blur, better depth on the backgrounds while running through levels, overall textures on walls and ground are slightly better looking. (call it detail work)

Nice little extra if you ask me, not really necessary but i love it.

turning it on and off over

turning it on and off over and over and staring at several random things while i do it and not noticing ANY difference here and im runnin i7 930, 8g 2000mhz corsair dom, 580 SLi, Intel X-25M SSD - definately high end, definately for a game like this....

wonder if it has more change for different OS's, runnin 64bit win7 myself...

It does has cosmetic effects

It does has cosmetic effects on jelly cubes and chromalisks. It makes the jellies transparent and the chromalisks have a transparency when invisible rather than a fog.
