Basil, Recipes, and You...

Hi,
I am completely aware of Basil's vendor restrictions when it comes to players joining their friends or guildmates at the terminal; they cannot purchase his recipes.
But, what is the cooldown timer for players that run into the same recipe multiple times on different Basil runs but on the same day? I recently bought a recipe for a friend but later wanted that same recipe for myself and was unable to get it again from Basil while seeing it on his list of recipes.
Anyone have any insight on Basil's multiple restrictions on buying his recipes; especially duplicates?

His recipes share a restock
His recipes share a restock timer with the recipe seller in Haven (to the point where it buying from Vatel makes Basil show sold out on the same recipe). So that's one purchase per day.

thanks for the info! i was assuming I was limited to the same recipe once a day to prevent me from gaining an advantage in the recipe market!
What is the server time zone?

I believe it is Pacific time.
I believe it is Pacific time. If memory serves, gates cycle at 8PM whereas recipe lists refresh at midnight.
Basically it prevents people from mass stocking items that sell well to other players,, and encourages players to enter dungeons in search for the recipes instead of buying from other players. Part of OOO earn it the hard way system. i think basil's mechanics changed recently so im unaware of much else.
