If we create a complete document on a fictive level we've imagined, with maps, explanations, items etc, can we send it to OOO and have a chance of seeing our level in game one day ? And how should we send it, in a mail ?

Most companies have rules like this, where they tell people not to send them ideas, so that if someone sent in an idea that they already had and were working on, there's no disputes over ownership. At the same time, they make sure to have another rule that if you send them stuff anyways, it automatically gives them full and permanent rights to it.
In a nutshell, the rules say don't send them stuff, but if you do and they use it, they'd never tell you anyway.
