Whats with the Cobalt set?

When I first got into the game, i was lucky enough to have people explain to me the whole star and alchemy system, and that you have to have the peice before of what your trying to craft.

But what i can't get is the Cobalt/Azure set. The recipes are found on set list from a vendor in haven. So it seems like it should be a recommended, beginner friendly, easy to craft set. But its not. Im up to Mighty Cobalt, which is the 4*, so I would really rather not try to switch to a new set, but Azure takes "Dragon Scales". I've never even seen one of these, and the only reason i know it even exists, is because you can buy one. If you can get down to T3 and defeat an insane boss. Multiple Times. And the set isn't even that good. I mean, its got alot of Normal defense, and HP boost, but other sets have that, and more. And they dont take impossirare mats to make.

So what im asking is.

Is there a reason why the Azure pieces are so hard to craft, and aren't considerably better than easier to make sets?

I think it's more that not

I think it's more that not all 5-star materials have monsters that they drop from. There's a few material stat are incredibly uncommon, and some that are way. On the other side of the spectrum I got 8 or more Primal Ores on a run because I was facing almost exclusively monsters that drop it.

Yes but.

Dragon scales are notoriously hard to find, like Everfrost and other things. And the things that require them are very high end, and good. Where as the Azure set takes dragon scales, and isn't even that good.

Fallen gear is powerful and

Fallen gear is powerful and popular, yet its materials are easy to find. Radiant Silvermail requires Sun Silver but the rarity of that material does not reflect that armor's usefulness. I still think these oddities are a side effect of the game not being finished yet.
