Many times I find myself ringing the bell, with Snarbolax being very close, however it does not get stunned(by close, I mean very close, and not even underground - although it happens with that too).

This actually also happened
This actually also happened to me and the party today.
Snarbolax was realy close to the bell, he was almost right next to it... RIIINGGG.... and no stun at all.
the bell has a limited range, as seen by the 'sound aura' when it is struck. make sure Snarbolax is inside that area before hitting the bell.
