I know that random is random but in the last 3 days I have done ~7-8 Tier 2 runs and in all of them Basil had nothing but 2* and 3* recipes and not a single 4* one. Does anyone else have the same issue?

I've seen a couple 4* for sale from him just today, although he had none of what I wanted (which sucks). Also, it'd hardly make any sense if the game forces you to buy all 4* equipment from the Spiral QM in order for you to proceed to T3, wouldn't it?

Exactly what iSpycheck said, it'd be stupid to keep you confined to either the AH or Kozma's gear in order to get all the other 4* gear. Personally I just spent 30k on 4* recipes that I actually wanted/needed and I feel poor now. Its all luck factor. I always seem to find the best Basil stock when I join a party at the Clockwork Terminal which of course means I can't buy anything. For some reason no one ever takes up the offer to buy items for me even though I say I can reimberse them right after they buy it... Even if I were lying about buying the recipe off of them after they buy it from Basil, is it that hard to sell a 4* recipe on the AH for 11k?

I got the impression that you needed full 4* gear before you saw any 4* recipes, since I never saw a 4* recipe until I had full 4* gear. However, I think I am completely wrong and it's just luck. Either way, I have only ever seen tier 2 basil have 4* recipes once in easily 10+ recipe runs.
You were just really unlucky. It happens, annoyingly enough.
