What guns would benefit the most from this kind of buff as opposed to "handgun damage bonus:" ?
Does the attack speed increase also apply to the "reloading" times as well? Most gun attacks are pretty fast anyways, I don't see how this kind of buff would improve performance significantly if it also doesn't speed up the down time.
I don't have Nameless yet, but I can tell you the attack speed boost of Swiftstrike IS noticeable when using a Blaster, especially when also using the Spiral Plate Armor with its attack speed down effect. Makes kills when kiting go a bit faster.
From what I hear the attack speed increase makes it possible to kite using Callahan, as long as you only fire one shot at a time.
If you're using an Antigua or Autogun line weapon, you probably want the damage instead of the attack speed, but for the rest, attack speed up is probably just fine.

I was thinking an alchemer would be pretty effective, as it would increase the speed and probability of laying on status effects. I'm leaning towards Voltech... but i could be way off base.
My understanding is that reloading times are not currently effected. I'd say probably any gun would benefit from firing faster.
