when crafting the solid cobalt armor it says you need a cobalt armor lvl 1 if i pass lvl 1 will i still be able to craft?
if i have the cobalt armor do i have to have the cobalt helm?

1. Yes, you can still craft. The level stated in the recipe is the minimum.
1. Yep, you can still use it in crafting even if you go over it, that's just the bare minimum level it needs to be to be able to use it for the transmute. For example: If you have Solid Cobalt Armor and want to get Mighty Cobalt, it needs to be at least level 5 to be able to transmute so you need to level it up with the heat you obtain in the Clockworks until it gets level 5. If you go over level 5, it's fine.
2. No, you don't need any particular armors matching helm with it. Example: You can be wearing a Wolver Cap with Cobalt Armor and nothing would be wrong. You'd just not have the matching helm with your armor.
3. I'd have to say the Owlite line shields.
