Considering the glaring fact that there isn't a mechanic in place that significantly reduces the earnings of a player decked in T3 level armor going to a T1 or T2 level to farm, its one of the few ways of preventing abuse of that fact by maintaining a somewhat level field where the higher-level player can't just single-highhandedly throttle through the lower tiers and get the same net earnings as a T1 or T2 player in the shorter amount of time.

to clarify what you are suggesting is that they remove the damage reduction applied to high end equipment that is taken into low tier areas?
no, this is in place to maintain a challenging experience to players despite having such high level equipment. you should know that despite the reduction the equipment is still better than those with T1 armor
