Yes. you do need the recipe,
Yes. you do need the recipe, but for further equipment development, you will need to level up the previous equipment before you can upgrade it to something more versatile.
Buy the recipe for the Sinister Skelly Suit and gather the materials as usual. It just so happens that the Skelly Suit is one of the mats for the Sinister Skelly Suit.
