At each depth, there's a number of possibilities for the actual level you're going to get.
In that example, the first depth could be Power Complex - Wild Path, Lichenous Lair - Shocking Synthesis, or Wolver Den - High Voltail. When you're standing on the platform at depth 0, the elevator will have an icon that indicates which of those levels you'll be going to. If you wait for a while (~1-5 minutes), the icon will change, and you can go to a different level. (To learn to read the levels, look at the gate page on the wiki.
Sometimes, treasure vaults are available in the clockworks. In your picture, it looks like you have Treasure Vault, Graveyard, and Power Complex - Haunted Passage. In order to keep people from standing around and waiting for the treasure vault to come up (though many people actually prefer the graveyard for profit), the elevators before levels that contain treasure vaults as one of the options *always* display a question mark icon. You'll never know which of the options you're going to get.
FYI... When there's a treasure vault present, there's always a graveyard possibility at that depth as well. Other levels can be present as well, but graveyards and treasure vaults are always seen together.

P.P.S. As for the "I can't go there" part of the question, the depth with the question marks is depth 2. You can enter the clockworks at depths 0,8, and 18 (as long as you meet qualifications for T1, T2 and T3). To get to depth 2, you'll need to enter at the depth 0 terminal, fight through depth 1, then take the elevator to depth 2.
Actually, what the question marks mean is that the stages in that particular depth cycle in a random order, rather than in the fixed order of non-graveyard/vault depths. When you get to the elevator down to a graveyard/vault depth, the display will also show you a question mark.
When you head down to one of those depths, you either get a normal stage, a treasure vault, or a graveyard. Treasure vaults will have a lot of loot, and few (if any) enemies. Graveyards contain a lot of zombie-type monsters, and a few un-killable phantoms. Graveyards are rather dangerous if you're not very careful, but some veteran players seem to prefer them because of the larger potential yield of heat and crowns.

Uhm, to add a query to this, people can actually wait in from of elevators in levels to cycle through a preferred stage? I always thought they were sorta fixed the moment you hit the stage. That's...good to know.

we'll they explained it pretty much, it's a random choice between those listed, mostly treasure vault+graveyard+1-3 extra maps that will be randomly given when you go down

Yes you can wait, as long as it has those arrows, tho the time of gate change is random, i read its 3-7mins, i never notice, i just surf while i wait for it to change usually

@Noctuelle That's not me. Ixion isn't all that common, but it is from Greek mythology, so other people use it from time to time. Ixion was the first human to be banished to tartarus (where the titans were put, far below hades).

Don't worry about the mixup, when I saw his name I instantly thought of the Ixion Mail from Golden Sun. With legends and such, especially Greek, you'll see a lot of refrences pop up. Heck, Tartarus is the name of an enemy in Halo 2 and a battleship in Tales of the Abyss. Funny though, that Tartarus (the place) was so far down since thats where the battleship from TotA ended up. I love allusions like that. So off topic....
