So I have a Wolver Cap that has a UV Shadow Def High. Will the level of Shadow Defense increase in a similar way as the regular stats on the coat (Normal/Piercing) and eventually be a decent amount or will it forever be at about 2 bars even when I've made Vog Cub / Skolver? Thanks again.

Actually...
UVs for defense (but not resists) scale as you upgrade them. The amount of defense doesn't level as you gain heat, but it does improve. A UV high 2* will have a shorter bar than the UV high 5*.

Itinerant is correct. UV defenses (normal/elemental/shadow/piercing) will increase slightly as you upgrade the item. It's not a large gain, but it is noticeable. UV resists are static and never change even if you upgrade the item.
It will forever be 2 bars
