I'm trying to think of which set I should go for.
The Skolver gives a damage bonus, which is always good.
Vog Cub gives an attack speed bonus, which I'm not entirely sure how useful it is yet.
What are your opinions?

I (not OP, but same
I (not OP, but same predicament) will likely be using 3 swing swords mainly (Leviathan Blade, then later I want to get a Brandish [Ice or Fire]). do they still benefit from ASI?

I would say skolver, becuase
I would say skolver, becuase Levi is a 3-swing sword and hits pretty fast as it is. The damage bonus may be more benificial to you, since you may not notice the ASI. But skolver(from my understanding, havnt done it yet, working on my Vog set before i go in) would get wrecked in FSC due to lack of fire resist and elemental resist, but an owlite shield could offset the damage if you good at not getting hit.

I'm taking Vog..
Kind of depends, tell me, which do you hate more? Being on fire, causing loads of damage. Or being not able to move, no damage, and you can shield. I have ash tail, and I plan to do FSC a lot, + I hate being on fire so much.. being frozen at least I can shield. I have an avenger along with a silent nightblade. I think with my avenger vog is the better choice along with all I have said. People say, Vog for FSC, Skolver for everything else. (I don't agree.)

Sturak, you may want to include what weapons you'll be using so people can give you a better answer. if you use primarily 2-swing swords or intend to do FSC a lot (the elemental and fire resist is great for there), the Vog would be pretty solid. If you use primarily fast swords, than Skolver may be a bit more your thing, as faster swords benifit a lot less form ASI.
