8 times if you're lucky, 9 or
8 times if you're lucky, 9 or more if you're not. Each time gives you 3 tokens, so 7x3 +1x4 = 25 (I had 26 after 8 victories). Simply speaking: defeat jelly king 9 times, get 3 tokens each time and you should have 25+ tokens.
Currently I have 54 tokens, including items.
Note: if you join right before the jelly, you'll have less tokens.
