Is it possible to return to the Refugee Camp once u reach Haven? Because there is a merchant there that sells something I want, but I'm not sure if I can get it now. If there is a way how do u do it? Do I have to use a different character slot?

Also, DON'T buy anything from NPC vendors at the beggining. It's usualy not worth it ;)
Vendors have high prices (unless you want to buy a recipe) ;)
No, though every weapon found there can be purchased in the Haven Bazaar. However, the items for sale there are randomized for each player every 24 hours.
