Major Lag Issues

I've been having some major lag issues, the frame rate is so low I can literally count it. I've narrowed down the cause of it being my internet connection

I have 54.0 mbps wireless internet (implying I'm on a laptop) and the connection is great since I'm usually right next to my router most of the time. I know the problem can't be that my computer is below the minimum requirements because my specs are almost two times better (nothing amazing, 128mb video card, but it gets the job done) than the minimum shown here:

Although the only problem is that I am currently located in Bulgaria, and I'm guessing there are no servers around here. Using:

I generally have a download speed of about 18-19 mbps, which I'm guessing, is good enough. I am not entirely sure that it is my connection because I have tried running the game on a relatives laptop who had a much better graphics card, and a download speed of almost 50 mbps (using speedtest), and the game ran rather smoothly with occasional lag but it was still playable.

Now it could be either performance issues or connection issues, but I'm wondering what I can do to with this laptop to make the game actually playable on this computer.

TL;DR computer is well above minimum settings but I keep getting extreme lag and it could possibly be my connection since I'm currently in Bulgaria.

Depends on your actual Specs.

Depends on your actual Specs. If you can post make/model, CPU/speed, graphics chip, and RAM we can figure out where you are on the scale of things.

Although ATI cards have known problems, and dealing with it is hit or miss at best.

Alright, its a bit lengthy

Alright, its a bit lengthy but it should tell you everything. Bear in mind, this is the only pc I could get my hands on around here ^.^
Also, where it says directx version its actually 9.0c, I don't know why it says 9.0

Your not going to be able to

Your not going to be able to do much of anything with it. That generation of Intel GMA has very little hardware acceleration, and is just barely scraping by the requirements because of it.

At best you can try to stream line your running processes to free up as much RAM and CPU as you can for use by the game.
