You don't get a reply from the GMs for every single /complain. As most people don't have scammers on their friends list, there's no way to track their ban.
There seems to be a bit of confusion about actual scamming and people agreeing to the trade, only to have one person realize it was a pretty bad deal. The latter, while unfair sounding and whambulance generating, is not really a scam as you've given consent.
Though there was one spammer that I know I (and quite a lot of people I know) reported show up and raise a massive stink in the forums a day after the report. I've also seen, by happenstance, some name-changed knights that I know have been reported earlier.
