Like.. I buy the party pack on one account, then send all 3 of the gifts to 1 person. Would he be able to receive all 3?

You can make several accounts
You can make several accounts (NOT several knights on 1 account) and spread the party pack, then send everything to one account.

Who cares about the items, party pack gets you the 20$ amount of 7500 CE for 15$ per 7500 CE.

But yeah, you could just make alts, send them the packs and then mail yourself the CE leaving a nice clean account in case you want to give it to a friend or start over once you got everything you desire for in your main.
I think you can only receive one starter pack per character. In other words, you can't sent more than one starter pack to a single friend. At least, that's what I experienced.
