What do the swirling, gold, energy-like symbols next to players names in my ignore list mean?

We can not see chat or emotes for ignored players.
Why then, do I still have to see long sales shouts from ignored mass mats vendors in the Havens?

The messages will go away in all of 7 seconds. Just stand up, walk around the room, and when you come back they'll be gone.
Those are UV icons, no one knows why ignored people become 5-star triple UV personalities on ignore.
