I know the spine cone series is supposed to knock down regular wolvers but my spike shower seems to be knocking down gremlins as well. Is this intended or not?

It can knock down gremlins and zombies too. Maybe some constructs and devilites too... haven't tried. Once in T3 with the 5* version, only wolvers can be knocked down consistently, they just seem more susceptible to knockdown. You can knockdown a zombie still in T3, but it might take many hits before it happens.

Knocking down a zombie in T1
Knocking down a zombie in T1 happens every bomb. In T3 it rarely ever happens. Gremlins can get knocked down except in danger room w/ a party. I'm assuming there is a damage threshold or something that prevents them from being knocked back. Perhaps a vhigh dmg undead or gremlin DBB would do it.
Devilites don't get knocked back at all in T3. I never use it on construct since it does like 30 damage so I'm not sure but I don't think it knocks down.
Soft-bodied monsters are most vulnerable to pierce damage, which this bomb inflicts. Constructs and slimes are most immune to this bomb.
