Acording to Poseidon:
Threads may be moved here to unclog other forums, and to get rid of redundant or otherwise unnecessary threads.
This is preferred over deleting threads, if the original poster needs access to the post etc.
Some basic rules for the Graveyard:
- No need to start new threads among the dead.
- No need to post to threads, they are here to rest and not to be disturbed."
Serious quiestion: If there's no need, why the forum and those threads are not automatically locked? And why there's a "New Topic" button there?
(P. S.: And for the non-serious... the idea of someone being thrown out of "Garden of Haven" for using the "Forbidden Forum" seems hilarious, though. :3)

Well if the intent is for you to be able to recover your topic should you choose to do so, auto locking it would pose a problem. And allowing it to autounlock when its taken out of the graveyard is probably something they wouldn't do because if they locked a topic and the user moved it there, it might unlock if they moved it out or something. Basically its more trouble than its worth to make a change like that and they expect some common sense.
Now as far as why the new topic button is there. Dunno. Probably glitched forum stuff. Oversight. Etc.
