Buy the recipe for 5* Levi Calibur or 5* Vile striker?
Or buy the recipes for 4* Ashtail helm and armour & Also upgrade my owlite to 3*?
(Btw I do tier 2 runs, a mix between twins and jelly although I dont get hit on twins)
You might as well just upgrade to the 4* and 3*.
A 5* weapon doesn't really change much in a T2 run. On top of that, you're actually upgrading 2 things that are going to be generally useful in T3. Not that a Levi isn't helpful, but you can do a T3 run in 4* gear should you choose to do so.

If you're in T2, 5* weapons actually end up sometimes weaker, and never stronger than their 4* counterpart.
But the jump to 4* Ashtail set is pretty significant, I suggest doing that asap. Not only do the supposed defense boosts get a considerable upgrade with also the 2 more bars of HP you'll get when they reach lvl 10, but you also get Ashtail's innate ability to boost sword damage. The Ashtail set together will let you deal 14% more damage with your swords.
And yes, better shield is definitely a good thing, that's the third one you should focus on.
Get the Ash Tail and Shield first. Don't bother with Dread Venom. Get your Levi.
Hmmm I would actually say either Upgrade to Dread Venom Striker if you feel your Vile Striker doesn't hit hard enough or Go ahead and just buy the recipes for the Ashtail combo and upgrade your shield. I would go with the 2nd option.
