If you want to sell it then definately wolvers first. Everyone needs a vog for tier3. Imo the best uv's for it are elemental or shadow. Second on the list would be owlites since it's the preferred shield in tier3 (with the same uv's). Caliburs with ctr vh are valuable too, but no must have for fsc.

Honestly I wouldnt start crafting now. Prices went 50% down with the merchants being announced. Craft some max uv's if you want, but don't sell them. Prices will raise again once 000 made enough profit. At least that's what I'm hoping.
