Can someone give me a detailed explination why nobody is using a drake scale and angelic combo?
together they cover every damage type. Im about to buy them and i feel like im missing something.

Because of the way strata are organized, it's usually best to optimize for the next several floors in each terminal than to have a single set of armor for all situations. What's more, Drake Scale Mail and Angelic Raiment are both 3-star items, so most players entering Tier 2 may not be aware of them and too used to other armor sets.
Drake Scale and Angelic each convey a bonus against Beasts and Fiends, but anti-type damage bonuses are by and large fairly minimal. There are other bonuses that are more relevant to most players' styles, such as the overall sword damage boost on the popular Wolver line and the handgun speed on the Gunslinger set, and these can also be combined with other armor pieces to create a full-spectrum defense.
I can see someone combining a Drake Scale Mail with Skelly Mask, but there's no particular advantage to doing so. It only neutralizes the Fire vulnerability on the Skelly, and its Poison/Freeze resistance is highly situational thus far. The bonus vs. Beasts is, again, negligible.
Myself, I'm aiming to wear a Divine Mantle and Justifier Hat. Even though it's an end-game setup, it provides resistance against Fire/Shock/Curse, three of the more inspid status effects.
Very simple - rather than diversifying people usually stack resistances. Most of the time it'll be Normal/Elemental since normal is everywhere and elemental is problematic in arenas, gun puppy bullet hell and Vanaduke's mask phases.
An argument for diversification is that a little resistance makes a big difference over having no resistance at all. Also, there are diminishing returns on resistance - once you have resistance in something additional resistance won't make a big difference.
Either way is completely valid. I would suggest considering the bonuses associated with the armors and also the situations where one has difficulty to determine what types of armor will be most useful.
