Significant framerate issues

OS: Windows 7
GPU: PNY GTX275 (Latest drivers)
CPU: Intel i7 870

I have a frame rate of 0~1 FPS at the menu and in the game when I launch in windowed mode, or when I run it fullscreen mode at 60Hz resolution.

I followed the steps listed here to try to fix my issues:

I experienced no changes after uninstalling SK, clean installing GPU drivers, installing Java again, and then installing SK once more.

What makes this more bizarre is that my game runs smoothly when I set it to fullscreen, any resolution, but 59Hz. My game will immediately hop to 60 FPS constant when I adjust it to these settings, and revert back to 0~1 FPS if I run it windowed mode, or non-60Hz. Given that my monitor is normally 60Hz refresh rate, this is extremely bizarre.

If there is anything else I can add which might be useful, please let me know.

Just a few things that leap

Just a few things that leap to mind: have you tired toggling compatibility mode/render effects/vsync in the game options? I've had oddities where the game can get bogged down with Render Effects enabled that a simple toggle fixes.

Also thank you for going through the Sticky first!

I'd like to report a somewhat

I'd like to report a somewhat similar problem.
cpu: i7 960, 12gb ram
vga: evga gtx 570, dual monitor with cintiq 21ux
os: win7, all drivers up-to-date
browser: firefox4

I run the game windowed and never had much issues with framerate until today when i got stuck in some bomb-running benny hills shenanigans in that deconstruction level where there are tons of mobs loose. It started fine but about 5 minutes into it, my framerates suddenly dropped into unplayable levels (1-2fps) when I could not possibly time a sword-charge and dying or running in circles were my only options. I highly doubt that my hardware is incapable of keeping up with the higher number of mobs and changing to fullscreen instantly fixes everything, just as shadoworigin's case.

Also, it can't be that render effects is the problem because the problem occurred literally in the middle of the level without me changing any option and in 99% of the cases before, it never occured at all running windowed with everything enabled.
It's not really game breaking for me since I've simply used windowed mode since then but it would still be nice to be able to use windowed mode.
