I'd say mercurial
Royal: Stun and Sleep resistance. The latter may as well not exist.
Mercurial: Shock resistance and a very minor speed boost.
Shock resistance is far more useful than stun, and the speed boost kinda-sorta helps too. I'd say mercurial is better.

The Mercurial set has a speed
The Mercurial set has a speed boost so small that it is hard to measure plus shock resistance. The Royal jelly set has sleep resistance that is even less useful than the Mercurial's speed boost and stun resistance that is less useful than shock. The Royal jelly helm looks like a crown and is very distinctive.
Neither are very good, but I'd go with the Mercurial set.

Mercurial for sure.
Mercurial has Shock Resistance, which is pretty common than Stun & Sleep.
Has a Speed Boost Bonus to keep you faster.
Mercurial: Good Stats & looks awesome, with the spikes & pulsating electrical effects.
Royal Jelly:Not so good Stats. But having the Crown makes you look like the baws, baws baws baws.

Honestly, neither set is very good. Both provide Piercing resist, which is the least valuable of the four main resist categories. The Mercurial set gives a _very_ minor speed boost, and the Jelly Set gives Sleep resistance, which does literally nothing at all. The Shock resist provided by Mercury is good in IMF, but honestly you can't get away with running the set anywhere else. The Jelly Set... you can't really feel good about yourself wearing it on any occasion. Except for the crown. 'Cuz it's beast.
This probably isn't the answer you were looking for, but get something else. For an all-around player Vog Cub is optimal; gunners and bombers will benefit from the Nameless and Mad Bomber sets, respectively.

And yeah I agree with this, I'm currently collecting tokens for the Mercurial Helm, but it's purely as costume rather than it actually being useful. It's a shame really, as I'd like to have it provide some decent benefits (maybe have the movement bonus doubled on each piece?)
Royal Jelly set has a stun resistance additionally.
EDIT: herp derp, actually its sleep instead of shock on the 5* variant
