The fact that I didn't actually *notice* the event taking place is what threw me off.
I never heard mention of it, whatsoever, in fact.
The fact that there is a bombing event which is upcoming (and a modification to existing bombs) got my mind churning.

The achievement went live the
The achievement went live the same time as the Ironclaw Munitions Factory, so along with the "beat the twins" achievement. That was July 6th. I don't know if the original release was supposed to be July 4th or not, but I suppose it falls under the "close enough" category.
No actual announcement was made about the achievement, though--I think people were just supposed to find it.
BTW, to get the achievement, you just have to have the Firecracker in your inventory, you don't need to equip/bind it. I crafted one to briefly loan to people in-game so they can get the achievement. If you come across me (IGN is Notbob) and want to borrow the bomb, let me know.

It was part of a multi-game
It was part of a multi-game promotion on Steam (Summer Camp Sale maybe), for every 3 achievements you got a token to redeem for various ingame items.
