There should be a timer that auto forces stragglers to the elevator if your party is waiting. I just had a person in my party who refused to get on the elevator and there was nothing I could do but leave the group.

Hmm
If someone does go afk for a long time they do get auto-kicked from server its annoying, but unless your party leader you cant do anything about it. With the votekick idea well you can just kick someone you hate in your party to invite someone else. Teleport idea does sound great to me, but may be hard to implement.

Leader kicks are already
Leader kicks are already abused, at least a votekick system for PUGs will stop idiots from kicking players and making them waste 10 energy as frequently.
If it's the party leader then you only option is leave or tell the leader to kick you....... if it's not then just tell the leader to kick the guy.
