It only seems to happen on those levels and fixes at the boss.

Wrong, restarting the client fixes it, it's the client that stuffs up, i have 60fps and a computer that runs the latest fps just fine, this game is hardly demanding.

Restarting the client can
Restarting the client can temporarily solve the "hitching" that some users experience. However, it will not magically make your overall frame rate better. There's a few areas in the game where props and effects are layered densely and will cause a frame rate drop on any computer. The Roamulus Twins boss area is a zone with few props, so computers that don't choke up on the fog effects should have no issue with that area.
The only sort of pseudo-solution that I've found is to just overclock further, but that's obviously not something that I would ever recommend to users.
Its the extra load from the entities created by all the rockets in that level. Nothing to be done at this point unless you need a reason to move up to a new Nvidia card.
