How do I kill the puppy turrets without losing health? I know you can shield in between attacks, but by the time I get a couple swings with my sword in, its too late to shield again.

You can't charge while you have a sheild up...
No one said you could. Anyway the last hit of your sword should be able to interrupt the attack as long as the green aura is at the base of the Puppy. This makes the Puppies unable to attack when timed correctly. You can also use less strikes so that you can have time to shield and dodge. With my blade I'll attack twice then shield and move, if I were to use the third strike (without the aura being visible) I'd surely get hit.
If you're using a weapon with a good charge attack then thats another road you can go down.
try getting at least CTR med.Low is ok but you can barely know the difference thats why med is recommended.Or ASI med.
You don't need UVs or charge attacks.
The best way to kill a gun puppy is with a cryotech alchemer (or later versions thereof). You can shoot from a distance, allowing you to dodge bullets rather than shield. You can also freeze it in place so you can run around behind it safely without it continuing to aim for you. Also, constructs are weak to elemental damage, so the alchemers do a good bit of damage per hit.
If you can't get a cryotech alchemer, you can use your sword, but it sounds like you can't swing twice. I don't know what sword you have, but some are fast (cutter series) and some are slow (troika series and sealed sword lines) and some are in between (brandish, calibur, spur). If you find that two swings doesn't leave you time to shield, swing once and shield. It will also help if you back away after you swing, so you don't take the hit from all three bullets. Absorb the hit then go back in and swing once again.
You can also try upgrading to a faster sword. Stay away from the flourish and snarble barb lines, though, as constructs are strong against piercing damage.
Guns are indeed one of the best ways to kill gun puppies. Just keep in mind that the reload on some guns will make you completely vulnerable, and on others will slow you down, so avoiding reloading by waiting a second or two before firing again will help. With swords though, go in with a charge, and hit the gun puppy while it's stationary after shooting. If its not dead after that, keep circling it until it shoots again (charging if you want) and repeat. If you try to use a full sword combo, you might end up getting hurt, so I'd avoid doing that. Don't stand right in front of a gun puppy shielding. its more efficient and safer to run around dodging the shots.

Then don't do a full combo - swing twice with non-slow swords, once with slow swords, then shield. Learn how to shield cancel - press and hold shield button shortly after your attack started, and don't attack again.
In later tiers you will face a lot of enemies, even when alone, that are capable of interrupting your combo. Tier 1 gun puppies are the best opponent to teach you to not do a full combo and shield.
Make sure you are not directly in front of it, and you wont attract its attention. Go behind it and do a full combo. then run around it. If it is a gun puppy that stops moving when it is going to fire, do another combo on it when it starts firing. Keep running around it. If it moves when it fires, charge and keep running around it. Im sure you can get a calibur. It is really useful for killing gun puppies as its charge can affect all enemies around you so you wont have to necessarily aim at the gun puppy.
Keep running around him and do the charge the moment he fires.

or charge your sword and run around the gun puppie, when its fully charged, hit it from behind
Just dodge around the gun puppy until you're set for a charge attack. If a single charge attack doesn't do the trick, shield cancel the end of the charge attack animation and one or two more swings of your sword should finish it off.
