does a level 10 wep do more dmg then a level 1?

I recently made both an umbra driver and a polaris

and both of them did / do the same dmg at level 1 as they do at level 10

No they don't do the same damage.

At lv10 they sure will do more damage. Note that the damage differences how deep you are in the clockwork. For example a 0* weapon gets weaker as deeper you go, while a 5* weapon gets stronger as deeper as you are. 3* is best in the middel so.
