Just use a piercing weapon and shield frequently.

Pitboss makes them either Overtimes or Yesmen. Overtimes have more HP but actually have a longer wind up to their attacks.

Try shadow resist armor. Vog is nice but you might as well be wearing nothing if you use it against Devilites. My personal preference is Deadshot, as it has better defense then the Skelly line, one less upgrade to make (it starts at 3* instead of 2*), and no fire weakness. A shadow shield helps also, Skelly or Crest.

Do like you did for the other enemies... practice, practice, practice. And bring a piercing weapon, Flourish line (normally the Swift Flourish line) or Snarby bomb really hurts them. Or a Callahan helps also.
They are just to OP.
They're a little overpowered. Especially in Dark City where you're in a tiny cage and a ton of them spawn... which is why you bring shadow resist armors when you go into a Fiend strata.

Devilites get a lot easier if you get a piercing sword, it's quick and good damage against them.

I'll give you that they're annoying as hell to deal with, but y'just gotta figure out a way to do so.
Just 'cuz you have trouble with 'em doesn't mean that they're OP.
Lag might hinder your ability to fight them, maybe you just can't react fast enough or something.
But, I think it might just be me, but they do seem to attack slower now.
