Good rule of thumb is never give them anything without getting something in return. It really is best if you do it yourself. especially if you have all the materials it just doesn't make any sense. Unless you know the person just don't.
You can attempt to report the person but it seems that you may be out of luck.

People crafting items for
People crafting items for others are offering help to people, by removing the cost of the recipe. They usually only craft lower-end items to help new players.
So they usually have all the materials they need to craft the item in question. Instead of handing over all the materials, crowns and CE first, ask them to craft the item first, then make the trade.
The craftsmen are there to help people, so they shouldn't mind doing that. If the requester run away, the craftsmen can still sell the item.

Print screen the conversation, report him, tell em you got screens, they can see who traded with who and so you get your stuff.

Always craft stuff yourself. Buy it from the auction house, then get enough energy. Crafting 3* items without any crystal energy is impossible, though, so buy that stuff yourself. NEVER trust someone else to craft stuff for you!

Muffin. You can trust people with crafting as I help new players all the time. You are shutting down crafting buinesses. A player didn't want me to run away with his 50 CE so I gave him 3k CR. I crafted it, he gave me my CR back and I gave them their item.

Just ask for collateral when
Just ask for collateral when you hand over the items.
In other words, demand 1k or something that is refunded once the item is given to you.
That way you can't ever lose.
You can report him by typing:
/report[enter user name here]
