Dread venom striker UV'

i have a vile striker right now and i was wondering if charge time reduction is helpful for this sword?

That depends entirely on how often you use the charge attack, which is a question you should be able to answer yourself.

Generally speaking though, it already attacks too fast for attack speed to be noticeable, and the damage to [monster] UVs are very specific and don't stack perfectly with generic increased damage trinkets and armor (too much "increased sword damage" effects on armor and monster-type damage bonuses will be ignored). I'd say CTR is probably more useful if you get the sword damage trinkets.

You will rarely use charge on any cutter past t1 also cutter is inferior past t1 to most other swords. The charge leaves you wide open unless another knight has the attention of the mob. Also the reg combo is extremely long making you vulnerable doing the full combo. Asi is very noticeable in fact I would venture to say it's the best uv for the weapon because less time swinging means less time to get hit. People who have never owned a weapon should refrain from hypothesizing about it. Another negative about the series is little to no knockback again making you vulnerable. The only way to use this sword past t1 is short controlled burst never full combo or charge unless you know you won't get hit. Other sword protect you better with knockback and shorter combos. And yes I own one and no I no lOnger use it as I have better now.

Damage bonus is the only worthwhile UV.

The charge attack of the cutter line is pretty useless, but it's still a good sword. A damage bonus will be somewhat helpful, especially if you luck into one that is high or better.

I've got a Dread Venom without any UV and it's served me well throughout tier 3. I try to bring a piercing sword to fiend tiers, because devilites and greavers can be devastating, but otherwise my DVS is always with me.

a dmg bonus will only increase DMg to one monster type. Do you want to craft 3-6 cutter weapons. Asi will increase dps=dmg and recovery=def across the board still the best uv. This only goes for uv's though you may be able to argue a generic DMg increase from skolver, barbarous thorn shield or sword dmg trink. However I would still go asi for this weapon first. Even if a generic gear DMg boost does increase to all monster types it will do nothing for you during the long reg or charge combo. Nothing like being stuck in one place for too long. Best use for this sword is again short burst with asi. Not full combos. In tier 3 you will get recked charging or full combo.

Also so it does not seem like I'm hating on the sword there are a few players who can and do use it in T3. They will tell you the same thing knowing how much of a combo to use or when to use a charge atk is the most important thing for any sword. The cutter just leave you out there too long compared to heavy or reg swords.
