Why would someone sell what you can't trade and buy with CE ?

I heard some people obtained
I heard some people obtained near-infinite supply of those and tried to sell it cheaper than the trader (saw one such guy, didn't buy stuff 40 ce cheaper than trader, too expensive for something obtained for free :P ).
I buy mine from trader (the guy's face looks like energy sign, near arcade entrance in Bazaar).

one of the worst players I ever ran across was someone who wanted to report me for wanting to sell a slot upgrade .. saying OH that would be great if they were not bound to you .. and I'm like .. it's not . and the player said then "send a bug report or I will report you"..
it was so weird.
