No it is not a legitimate trade. It is a risky trade. If the trade agreement was worked out and agreed to beforehand, it doesn't matter how many steps need to be gone through, both parties have an obligation to complete the trade as agreed upon. If everything can be put into a single trade transaction, you are much much safer, but that isn't the only "legitimate" way to do it.
Enforcement of such a contract, however, is probably not worth it. Petition the GMs, if you do it soon enough, there is a chance they can do something about it. At least in puzzle pirates, generally the thief gets banned, but the mark doesn't get their crowns/items back, OOO doesn't like having to try to deal with interpreting/completing such agreements. Basically, if you started it, then it's your own fault, but if this guy is going around luring people it's a different story.
If it was your idea then it's your fault and you're out of luck. It won't hurt to file a report.
You always need to make sure they have your item up front. If he was buying a recipe for you, he should have bought it with his own money and thrown it into the trade window to confirm he had it. If he didn't have the money to get it for you, you either don't get it or you risk losing your cash to some unknown. Lesson learned.

Don't hit trade until they put their offer up in their window. It's a pretty good system if you don't get trigger happy on the buttons...
