Is it intended for random Tier 3 monsters to spawn in Tier 2? Because I fought a Tier 3 Turret in a Tier 2 Decon zone and just fought a Tier 3 Alpha Wolver in a Tier 2 Wolver den.

Some specific spawns in the
Some specific spawns in the second strata of each tier can spawn monsters from the next tier; most commonly you'll see alpha wolvers from the next tier on the last wave of a party button in wolver dens, and danger rooms in the second strata of a tier always spawn monsters from the next tier.
Couple other cases happen from time to time; one fixed case is the Royal Jelly Palace, which spawns a few tier 3 Jelly Cubes in the last room of each floor, and a tier 3 blast cube in the second floor's final room.
So yes, it's relatively normal to spot one or two tier 3 monsters late into tier 2.
It is rare, but it happen, and you can sometimes get the previous tier monsters too. You can also get the "wrong" vials/pills. I've only seen this happen on the first/last level of a tier, or in danger rooms.
