I've tested it. Charge with blitz is something like 150/180 (normal, poison) and plague is 90/100 (normal, poison). I don't have the numbers with me anymore but blitz was dealing like 1.5x the damage without poison IIRC.
My conclusion is that it's ok if you're in a 4 person party and one person has plague otherwise blitz is better.
I didn't test attack debuff. It'd be interesting to see which attacks it actually debuffs (i.e. does it affect roof tiles, flame souls, mace, charge).
