I recently decided to expand my arsenal to include some bombs. I just bought a blast bomb with a UV CTR low. Now bombs get a CTR reduction of low and medium at 5 and 10, respectively. Therefore should I conclude that now the CTR upgrades (with my UV) will be medium and high at 5 and 10? Is that how it works?

Also what it the difference between CTR high and very high on a bomb? Is it huge like when you upgrade basically any item from a 3*to a 4*, or is slight, or just a steady average decrease in time? I saw the stats for how much each CTR reduction decreases but I do not trust stats a lot for equipment in this game (like the bars) and wouldn't mind hearing some personal examples from experience.

So...should I upgrade my CTR low blast bomb or sell it and hold out and get a CTR med blast bomb? (Time isn't a factor, I don't need it right away)

A level 10 bomb with CTR Med

A level 10 bomb with CTR Med gets an additional CTR Med, resulting in an overall CTR High (Very High? I don't remember)
I'd hold out for a CTR Med bomb, or I'd get one of those CTR trinkets from the Blast Network vending machine. It's good stuff, you'll like your super-fast bomb.

Yes, with a low CTR UV your bomb's CTR at lvl 10 would be "high". To simplify it, there are 6 levels for weapon bonuses and they are additive:
low - 1
medium - 2
high - 3
very high - 4
ultra - 5
maximum - 6

So your low UV (+1) and the natural medium CTR (+2) from getting the bomb to lvl 10 would make your total bonus high (3). For bombs, each CTR level is around 7.5% and I suppose it varies depending on the bomb's normal charge time but I remember reading the average reduction for the popular bombs (Shivermist, ash of agni, etc.) was around .2 seconds per CTR level. Each level gives the same additive bonus, so going from high to very high provides the same additional benefit as going from low to medium.

You can further increase the bonus via armor or trinkets. With the new Krogmo trinkets, you could use a medium bomb CTR (+2) and low (+1) to get your total bonus to maximum with a low UV bomb. The wiki has a page on "Abilities" with a more detailed explanation.

As far as which to buy, that depends on your resources and equipment. If you are using just 1 bomb, you are probably better off getting a medium or better in the long run. In my case I like using a wide variety of bombs, so I buy them cheap with low UVs and when teaming I use 2 or 3 bombs and the bomb CTR trinkets to raise them all to ultra/max CTR.
