Dude tries to hold it in for 3 minutes then gives up and gives in to his bowels, comes back welcomed by an extra 1000 CE and a bunch of messages from QQers accusing him of being an alt and a cheat.

and then there's these guys
and then there's these guys putting a mouse bot or a good old fashion object on their mouse button and openly admitting to it.
not only are they diluting anyones chances, astronomically small, but still, they're also all around the server (you see them all the time, this one is actually has an auto response admitting his doing it for the lottery...) slowing the server down for anyone else

File a complaint
That's what I do when I see AFKers. I file a complaint on them for using macros to keep their character from disconnecting.
You should do the same. Hopefully action will be taken. Never hurts to hope.

Change the lottery system
Maybe what should be done in order to prevent mass AFKers from "diluting anyones chances, astronomically small", as Lycan101 put it, is only count those players that are ACTUALLY PLAYING, going down the gates and doing runs, as participants in the lottery. All the others that are in Haven/Arcade/Bazzar clogging up the system, are ignored. "Hey, wanna participate in the lottery? Then PLAY THE DARN GAME!"
It's only a suggestion, dunno if it's been thought of before, but hopefully it'll help reduce the number of AFKers that win prizes for doing nothing, while all the other honest players are "stuck watching ships".
[Fiddlesticks], sometimes I think the winners are just made up characters, created by the GM's just so none of us win. I wouldn't be surprised either, since they hate us so much. I mean seriously! All the people that win I've NEVER heard of!
Ohhh well.
