This doesn't...:
...involve bots. As far as I know, people stick stuff into their keyboards.
...even really make sense (/as in "bring an advantage").
...go against any official rules.
If it's an ingame offence, that should be mentioned somewhere explicitly. While I'm aware that electricy bill vs. win chance isn't really a good tradeoff in this case, I have seen quite a few familiar names hugging the wall over the weekend and none of them as a player falls into the "cheater" category for what I know. Close to noone would probably continue with this behaviour if it was OBVIOUS that this is officially against the rules.

1. apart from raising their electricity bill, it doesn't help them benefit anything because the winning chance is just too low.
2. Technically legal, because the regulation to the giveaway session says in order to be entitle a chance you need to "be logged in", not "be logged in and play or do whatever as long as you stick to the computer"
3. not considered botting because no 3rd party software involved and no they don't automatically go level and farm.
I've seen a few. They won't be doing that since birdsong is over about though.

Report them? No need. They didn't win and were just raising their electric bill. Ou can report them though, OOO fixed the AFK PvP issue.
