I've seen it a few times before, don't know what the deal is. Is it a bug or some secret opportunity to go somewhere else?...

that stupid thing has stolen so much mist/ce from me... Don't believe it! I have made sure to take note of my ce/mist before using it and it ALWAYS charges me to go to haven...
Sent bug report but have heard nothing.
So now i just leave party from options or go use next tiers elevator.

Apparently, this happens when the game client (your computer) doesn't hear from the server (OOO) about what the next level will be quick enough. The game client defaults to showing a down arrow with a 10CE cost, however when you step on the elevator, it will take you up to haven for free. This is probably most confusing when you are at D29 and it looks like the core has been opened.

blaQk is correct, that icon shows up when a new gate opens and the one you're in is 'kicked out' of the arcade.
Regarding Trillz' comment, it doesn't take ANY ME or CE. You should keep a closer eye on your counter...
It's a purely visual issue.

uh just a note the counter at the bottom right does not properly reflect your "current" ce at all times, a good example of this is posting ce trades and cancelling them before the counter updates.
