i am currently in the situation that i have the energy left (i bought 3500 ce) to upgrade 1 more piece of my equip to 5* but i have 3 parts that need upgrading.
my current set up is
Divine avenger
Callahan
Biohazard
Storm driver
wise owlite shield
ash tail cap
ash tail coat

what i wold like to know is that should i upgrade my shield or get the fire resist of a vog piece.

my main stile is to use a sword for a small number of monsters and a kite and gun stile for large groups (situation dependant)

please note that this is for fsc as i can breeze through jk runs and most of the rest of tier 3.
i have already done fsc in this kit (but all the guns where 4*) an made it up to Vanduke

so: shield or fire resist

thats actually enough money

thats actually enough money to upgrade 2 items imo, i'd say go for dual vog, keep in mind you're going to lose your piercing defense when you do this (makes slimes/spikes more dangerous)

i have currently got 900ce left over and about enough money for the recipe and transmute.

Vog Cub because loads of things in FSC can cause elemental damage (Red Rovers, Rocket Puppy, fire patches, fire grates) and nearly everything in FSC can inflict fire (except for Trojans, Silkwings, Wolvers). As fire is the most damaging and devastating status effect, you will want to avoid it at all cost and try to minimize its damage by wearing fire resistant armor and helmet.
Here is the order which I think you should upgrade your gear in: one piece of Vog Cub->Grey Owlite->the other piece of Vog Cub

Ive done fsc with ascended

Ive done fsc with ascended calibur gigawatt pulsar shivermist buster and wise owlite. wise owlite was fine, it breaks faster so you cant stay close to enemies for as long as grey can. But it shouldn't be one shotted or broken so fast that you never had a chance. The pulsar feels at home, i've neve ruse d apolaris so maybe it will be cake with it, but again the 4* pulsar is all you need for fsc. if you had the freezing bomb then it must be 5* or it won't as useful as it could be. The sword is okay, but would be better as leviathan.

So my suggestion is to upgrade the coat to vog. For its resists will be most useful when you get on fire, which will happen until you become pro at it (and dont lag). That is assuming you are good at dodging, if you dont dodge, and shield all the hits then upgrading the shield starts to have some weight to it (on my case shivermist allows me to dodge without having to move much since the enemies cant turn, so perhaps my view is skewed). For general use however I'd upgrade the shield first since you armor cant protect you from all damage types.

just done a fsc run

ive just done fsc (including vanduke) with only the above equipment (only took the storm driver and the DA because i need to get round to getting some extra weapon slots)

and i dont exactly have a good latency (i did sometimes have quite major lag)
i found that while i could avoid the fire normally, and time i lagged i would set my self on fire (spirit fire)

so the vog peace is going to be my next upgrade just because i was getting tired of nearly being killed due to fire.
