I noticed that tier 2 on the start party screen is locked for me, i have noob gear but managed to make it to floor 8 where 2 beefy guards said i couldnt go past, this then made me end the party, im guessing i need to have better gear to go to tier 2 places, is this correct?

Ask the guard he tells you, also in your progress screen it tells you if you hover on the tier 2 star.
15 floors of tier 1 need to be completed as well has having 2 star gear (helmet, armor, shield,weapon)

That is correct. If you talk to that guard, he tells you exactly what you need to continue.
Generally, you'll need 2* or better gear to continue.
